huggins;

When you pump the bulb up, does it remain firm or does it start to go soft immediately, that is, do you have to keep squeezing it for it to remain firm?

If it goes soft very quickly, remove hose #21 from fitting 22 in this diagram:

Make sure it is hose 21 and not 22 or 23.

With the hose end removed, pump the bulb again and see if you have fuel coming out the end of the hose and let us know.

Gas at the prop(exhaust) would indicate a flooded condition. Stop pumping the ball and turn off the choke.

Gas at the prop also indicates a leaking fuelpump diaghram. You might take a look at it, or simply rebuild the fuel pump.

Then in all probability, it is the fuel pump. I don't know your experience level and that is why I suggested the fuel test as fuel coming out of that hose would have confirmed for you that the pump was leaking internally.

Your engine is a model 1110107 and here is the parts listing:

To find the fuel pump, find the end of line 20 (from the previous link)where it attaches to the carb and follow it backward to the fuel pump.

it goes soft it wont stay hard

You might want to try some "Viagra" LOL
Sounds like a bad fuel pump. If you want to rebuild the pump yourself get a service manual. Try your local library its a gd. source for older merc's.
Gd. luck
