What Year/Model is the motor?

Generally speaking, yes.
Inverted, the float seam should be parallel to the gasket surface.
Right side up, the float should hang down about an inch.

Before you add the float bowl, turn the carb upside down and gently blow into the fuel inlet fitting. If air passes you have some work to do as the needle and seat are not closing. Either they are bad, hung up, or the float is misadjusted. If you can't blow through the fitting you are good to go.

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
