What is the better way to take off screws from power head?

I have an old Johnson 175 HP (1978) and the thread of one s/plug was lost then I need to take down the power head in order to make a new thread so, I don't know how to take off the screws that are so sticky "welded" at the power head? thanks for your help guys.

Tap the bolt head with a hammer and try to loosen, if the bolts start to come loose, loosen, tighten, loosen some more etc. work it like that until to bolt finally comes out.
Instead of making new thread for the plug, put in a helicoil, they are stronger than the original threads, and use the same spark plug you are using now.
Hope you get them out. Keep in mind that head bolts can be drilled and tapped to the next larger size if needed.
