Is it the carbs or the spark? Suzuki DT115

I have a 1982 Suzuki DT115 that I am bringing back from the dead. I have checked the spark and it seems like it might be weak. The motor runs, but the plugs continue to foul. This motor has four separate coils and they all seem to be putting out the same amount of spark. Do I have a spark issue here or is it that the carbs are not adjusted correctly?

Make sure compression is good in all cylinders and then check spark with a spark tester. if it will not spark across the spark tester the start testing the ignition parts like the service manual says using the proper equipment to see if it is in spec listed in manual.
If spark is good then clean the carbs and adjust according to the manual

if plugs are fouling you might need a head gasket

The real question is "what are the plugs fouled with?" Answers would be 1) oil, 2) fuel, 3) water 4) carbon.
