1990 Mercury 135 stalls warm at low rpm

Had boat & motor 12 years. Two previous times: engine runs fine, strong, etc. but begins to stall trying to get it in gear when warm. Local mechanic says it was the stator both times (last was 2003 after doing complete tune up first - my nickel). It just started doing it again. Can stator work fine except at low rpm like that or have I been conned?

We rev up with the neutral engine speed control, back & put in gear but stalls if not in hurry and still clunks into gear if not careful as engine is still settling in rpm. Once moving, works like a champ. Ideas?

compression? Reeds? Idle mix?

Exact same symptoms each time, replacing stator (says repairs shop - can't verify) fixes it. Sound right?
