1995 mercury 40 hp low spark

I have a 1995 mercury 40hp it has low spark and ideas? it has the flat type spark plugs without the metel peice the spark jumps over too. if i put the electrode right to the engine in get a little spark doesnt seem even close to start engine.

Thanks! that will help me out alot. I have one more question i took the fly wheel off is thier any special way that goes back on? i noticed its not keyed like most fly wheels i have removed but does have the numbers on it for the timing.

it should have some marks to line it up, or the holes will only line up one way..but I am not real sure as I have not had any experience with that model. you really need to get a manual
