Mercury 125hp foward gear

Hi all, I have recently purchased a 125hp merc outboard 1996. I have installed and adjusted the cables etc and have an issue shifting into forward. When in forward the prop shaft only engages when trimmed up slightly or when I push the prop forward slightly (there is approx 1cm/ half inch play). Im pretty sure the teeth on the forward gear are not 1cm deep. Therefore I'm thinking it could be as simple as a spring that is shot. any suggestions?
neutral and reverse are fine.
