Tight Steering?????

I just put a new sterring cable on my boat last summer and you could almost turn it with your fingers like it had power steering. It was like that all summer, then this spring when I pulled the boat out of storage I noticed that the steering was tight. I had to pull the motor off for other reasons and when I pulled the rod out of the sleeve I noticed the steering was easy to turn again. The motor turns freely by hand with not steering hooked up so I know the motor itself is not tight. The sleeve on the motor has been opened up a few thousands for clearance so I know the rod is not tight in the sleeve. When I put the motor back on the boat and hooked up the steering and it was tight again. I just can't seem to figure out what is causing it to be so tight. The cable is not cut anywhere for water to get in and cause it to rust.<br />Any suggestions?<br />Thanks:<br />Jason
