If you would like to get the manage attachments back to the way they used to be, it's really easy.
At the top right of the page where your username is, click on Settings
On the left side nav bar under My Account, click on General Settings
Then scroll down to Miscellaneous Settings and make sure the settings are as follows.
Standard editor selected
Enhanced Attachment Uploading OFF
Then click the Save Changes button on the lower right.
