How do I apply a plate aplique to the cowling?

How do you apply this to the cowling? It does not have a sticky back. I found some original replacements and need to replace my factory applique. Do I glue it on? If so, what type of glue? Do I remove the paper backing and apply to the aplique? (assuming yes)

Most applique's apply with heat, removing the backing and press it in place and apply heat to activate the adhesive. I know I've done them this way before.
