Painting over Bottom Paint

Can i use some kind of non-marine paint? i have crappy looking bottom paint. Id prefer to remove it altogether but its too hard. I dont like the rough texture of the bottom paint and since i dont moor it all i want to do it make it look nice. The standard bottom paint is expensive, rough and falls off. Are there some tried and true alternatives? Thanks.

Ayuh,... Until you remove what's there,...
Nothing you put over it will Stay....
Nor will it be smooth, til it's sanded smooth....

My barges are bottom painted with plain ole Rustoleum industrial enamel....

Yup, time to break out the elbow grease and remove what's there. If you aren't keeping it in the water, the choices are wide open, but you have to get rid of the old paint.
