Not positive but can the lower case be droped to have 1/2? 3/4 inch gap? look in there and the shift rod may be connected with a cotter pin,Which should be removed.
Not really sure but many smaller and some large motors have the shift rod connected that way.
I may be off are you pulling the exhaust housing? if so the shift rod connection is the shift lever and bell crank there together with cotter pins.
If I remember right the shift rod just pulls out of the g/c. All it did was release a tang on the spring in the g/c to disengage the fwd gear from the prop shaft. Sounds like you may have some stuck spines in the p/h.
If your talking about the Lower Unit then no nothing has to be removed other than the bolts like boobie stated stuck in the power head,When you said the LEG it led me to thing you were disconnecting at the top.
Gave inside g-c a good spray of wd40 and acetone.
will leave for 24hrs and try again.
Repair Manuals for older evinrudes are very hard to get in Austrailia.

You may want to look at a parts break down of your mtr at Shop.Evinrude.com. You'll get a better idea of the shift rod and the contents of the g/c. I don't think you have to remove your shift handle.

i had the same sytuation, drive shaft stuck in powerhead in this model
i pull strong lower unit so i took out drive shaft but not from powerhead but from gearcase(i dont know how it happened becous impeler is blocking by impeler key)
so try to separate lower unit from mid section using some more force.there is no shift conector.
in worst case you demage water pump housing, or you manage to take out drive shaft from gearcase(lower unit).
after all you wil need to unscrev midsection from power head and use penatraitng oil to relase drive shaft from powerhead

I have a manual that covers your motor,I got it on ebay.I tried to send it to another member here at Iboats but I dont know anyway to send a 224MB file. No email supports files that large (that I knof anyway)
