Hey all, I'm new to the forum but have found a lot of good info already here. I have found a project boat that I am interested in purchasing.

It is a 1983 Chris Craft Scorpion 21 with OMC 260. It was brought in as a trade and has been sitting for almost 2 years. When I went to see it, it was uncovered and probably hasn't had a cover on it for a while. The interior is pretty bad, but the pics they had of it when it was first brought in were pretty good. It doesn't have a trailer and was brought in off the water, so it was seaworthy two years ago.
First question is, they offered to put it in the water and start it for me, but don't know if that is such a good idea after it has been sitting for this long. Should I low ball them and buy it as is, or get them to start it for me and pay higher price and risk water getting in dryrotted bellows or starting on old oil/plugs/etc?
Next is, What should I look for? I will look to see if any of the decking is rotten. If decking looks ok, is it ok to assume stringers underneath are ok? or no? Would I be out of line to ask the dealer to take the outdrive off and check transom for rot before I buy?
...what would you do?
Also, I would like to redo the interior to 2 captains chairs and u-shaped rear seating with a sunpad, but am not familiar with how hard it would be to brace and glass it all it. Has anyone done this and would this be a good idea?
It is a shame to let this beautiful boat sit out in the weather and die. I know this is going to require a whole lot of time and money and I am willing to learn and do it on my own. THanks for all of the info from the forum and thanks for your time.
