need advice on removing trim and tilt unit on 1984 90 evinrude

have a 90 1984 evinrude that need some trim and tilt work, but the motor was received with a one of the 4 bolts broken of inside the unit, i removed both bolts on the starboard side but cant get the other 1 on the port side any advice on removing the one bolt with out breaking it off and should i drill out the broken off bolt? also on the trim part how would i remove the part that goes to the motor as it so old it looks like it rusted together i think that there is a clip but it is so rusted, any ideas would be greatly appreciated

Some photo's would help.
If you don't have the service manual from www.outboardbooks.com
at least look at the parts breakdown illustrations at evinrude.com for guidance.

For drilling out bolts, start with a punch , then a machinist spotting drill to create a divet for the drill you will be using otherwise the drill will wander around into the threads. Don't drill more than needed to get a start for your hole drill or the tip will snap off. Also note they drill backwards, lefthanded rotation.

Obviously best if you can get it under a press but it can be done free hand.
