Time 48hp at idle?

This is a '96 model. There is nothing wrong with the carburetors yet it won't go much above idle. An '86 manual says to check the timing at about 19 degrees at full throttle in the water. At idle the chalk mark is about 1 to 1 1/2 inches off the mark if that proves anything. Can the timing be checked at idle?

An underpowered battery was used at first and I'm wondering if a damaged flywheel key could have occured and this might be the problem too? Thanks.

The "top Secret" file at the top of the main forum page has a post by Joe Reeves about timing Johnson/Evinrude motors. It's the best description I've ever read!

Yes, I read it. It would might save me a lot of trouble if I knew about the flywheel key possiblilty before doing anything else. I doubt if it is the key but not sure.
