1989 Johnson 70 hp Trim slipping

My problem is that if I trim the motor up beyond the lower fine trim ... it does not hold and slips back to the highest point on lower trim. Any idea what would cause this? It does not appear there are any leaks or anything.

It raises the motor all the way up for travel.

if the engine is running then it is suppossed to do that. It prevents people from accidentally overheating their engines.

The PTT unit has 15? of trim, after which the tilt portion takes over. As stated above, the tilt portion does not hold when power is supplied and the unit is forced to drop down to the outmost trim angle. This is the normal function of the unit.
