Not Plaining everytime

1989 Nissan with mercury classic fifty - 15' 3" Boat would not plain at first ran steady with throttle full forward, shut it off started again and it took off plaining fine several times stopped to a idel and went to take off and it's not plaining. Took bottom carb bowl off and it had a yellow film on the inside of the bowl. Question being: Is this the carbs that need to be rebuilt?

The boat is 15'3" nissan with a max weight of 500 lbs with a mercury classic fifty on it, there is a stabalizer (i guess its called)by the prop would it help to take this off.

Sounds like the carbs need to be cleaned. If it runs good sometimes, then bogs down, chances are that it's a carb problem. That's where I would start.
