thru hull fittings

The livewell intake thru-hull fitting on my 98 bass tracker is leaking so I am replaceing the thru hull fitting and resealing it my question is there are three screws around the thru hull fitting that go all the way thru the hull but are not holding anything on what were these orginally for.

Ayuh,.. My Guess is, they held the outer piece in-place so the inner clamp nut could be tightened by a single person, instead of somebody inside, 'n somebody outside...
