mercury blackmax engine starter

i have a 1995 mercury blackmax and the starter to crank the engine stopped working it just spins and doesnt shoot up into the wheel. i checked if if had the right voltage and it did. therefore i checked to look at the selenoid on the side it was giving the right voltage to. what do i do ?? hep asap thanks

Manually see if the gear will go up. Push the gear by hand and see if it moves. If it is stuck clean and oil the shaft. If it goes up easily, then the starter may be spinning slow. Check connections and condition of battery cables. If you find any corrosion clean it up or replace the component.

Chris has told you good information. I have also found that mercury solenoids don't seem to have the longevity that one would expect. The contacts inside burn causing high resistance to current flow.
Could have a bad starter solenoid.

If your voltage measurement at the starter is not showing a drop then it is an internal problem with the starter, dirty brushes/commutator.
