Right. What is the model you are asking about?
The 8/9.8 2-strokes (NLA in North America) are in one block/frame family, and the 8/9.8 4-strokes are in another, completely different family. Merc will call the newer 9.8 4-stroke a 9.9, BTW.
The "real" Tohatsu 9.9, whether a 2-stroke or a 4-stroke, is the "little sister" of the 9.9/15 family, and has nothing (mechanically) in common with any Tohatsu 8, except that they came out of the same factory.
