1988 force 85 hp hard to turn motor

Hears the deal i disconected the steering from the motor to test if it was the steering cable or the motor and i think it is both i can turn the motor by hand but i have to use some force and by turning the steering wheel not conected to the motor i can turn the wheel with a little force. how much of force do you need to turn the motor

The outboard should turn without any force. I too had hard steering and turns out to be the steering cable. With the powerhead removed I was able to turn the powerhead with my pinky finger with ease. Grease the hell out of the nipples and get a new steering cable.
