Is it a 4-stroke, 2-stroke?

On my 1995 70 hp 2-stroke motor the idle speed is set by adjusting the idle timing under the flywheel.

Buy the factory manual, it will tell you the process. Make sure the engine is warm since there is a fast-start mode that puts the motor in high-idle until it warms up.

I would also recommend buying an OEM manual. There're steps that you have to through to do a proper sync & linc on this mtr. The final step is to set the idle timing for the proper idle speed.
