2001 NS40D possible head gasket problem

I see someone just covered something like this with a 25 but I've never opened one of these up so thought I'd start a new thread.

Lost all power yesterday and ran rough. Didn't want to keep running but made it back to the dock. Pulled plugs and the bottom two have water on them and there is water seeping out around a bolt. (see pic) Am I looking a replacing the head gasket or what? Need help as far as where to start here. Will I need to replace other parts or do I just need to open it up to find out?

Probable head gasket or cracked block, cylinder head, etc.

I just did my 25. It leaked like that when I got it and I tightened up the bolts and it quit. From what I saw when I took it apart, there was no threadseal applied at the factory. Could be that's all you need, but the gasket job was pretty easy.
