bought a motor, 1996 E-rude 25hp 3-cylinder, well the owner slapped a big Rage Tail decal on the back of the hood, covering the evinrude decals. Is there any way to salvage the evinrude decal while removing the rage tail decal?

Yep heat gun (lightly heated area) and you finger nail. Just peal it off likea stripper at the nudey bar!!!!!!!

Seriously light heat from a heat gun on the sticker to soften the glue in the sticker. Starting at the edge slowly peal the sticker off. Only use you finer nails. Anything else and you will scratch the sticker under it.

If any glue use lighter fluid on a peice of paper towel to get off.

The oem "decals" on a 1996 model are probably "stickers" too. Thus, what takes off one will take off the other too.

Find a spot where the edge of the Rage sticker is not over the E sticker and heat only that part. Peel from that side and hope for the best. Hopefully, the glue won't be too strong and it will stay intact as you pull it off. If you have to apply more heat, do so sparingly so the original one does not get too hot.

Using a heat gun start where the unwanted sticker is on top of the factory sticker. That way when you peel the unwanted sticker off it won't pull the edge of the wanted sticker up.

Once yotu get it off use alcohol to get the goo off, it shouldn't mess with the print on the original sticker.

Heat gun useing little heat or hair dryer and go slow until you pass the edge of the underlying decal.
