96 115 fast track fuel problem

please help! out on the lake it idles all day long but when i go past idle the fuel system will not keep up. The small vent diaphragm at the top of the fuel mixer what does that do? If it is bad what will happen? I put a new vro fuel pump on it. Yes 400 dollars later still same problem.

Run it on a temporary deck tank,
if it corrects the problem remove the anti-syphon valve on your tank.
Don't run extra filters except water seperator.

Try to add more info to get better responses.
Is it new to you?
Did it ever run good?
what maintainance have you done? etc etc.
