Lockout Lever 1973 Johnson 25 horse

What exactly does this do? I've come to realize that my seahorse does not have this on it and I am concerned it may be the reason why it's not idling correctly.

Does this lock out the timing plate from rotating too far?

Do I even need this part?

Lockout lever has nothing to do with the idling of the motor. It is a mechanical lever which keeps the pull-starter from engaging if the throttle is advanced too far. Just a safety feature.

I believe it keeps you from over revving the motor when in neutral....and when in reverse, you have limited throttle....**** to forward....game on.

It doesn't seem like the motor necessarily "needs" it to idle....but what do I know.
