'94 15hp trouble shifting....Oil issue

I am having trouble shifting from foreward to neutral, I have to shove it into reverse then to neutral.

Around the same time I started to notice a clowd of oil in the water after I started the engine (white specks blowing out of prop). I plan to change the O ring and seal in the lower unit. When I drained the gear oil there did not seem to be hardly any water in the oil, I figured with the ammount of oil coming out that would be a lot of water in the lower unit. Also, where the lower unit attaches to the foot I have some oil leakage too, should there be a gasket or sealant here. I did not see anything in the Seloc manual.
Any help would be appreciated!!

Thats looks like exhaust oil, not gear oil leaking.
SHifting might be more related to cable adjustments, disconnect the shift cable and try by hand, rotate prop in neutral whilst shifting, remove plugs to make it easier/safer. CAbles get stretched and need replacing after a while, unless you can take up the slack at the trunnion wheel under the cowl.

Get yourself the real factory service book, seloc isn't very good at all.
THeres a definate factory proceedure to installing control cables.

Thanks for the reply! I have a tiller controll, there is no problem shifting when the engine is not running. Good to know about the manual, thanks
