2005 90 HP Starting Problem

I have 2005 90 HP Johnson that won't start. It turns over but won't start. Dealer says it is the encoder. How does the encoder work with these engines? I believe it controls the firing timing but not sure exactly how. Why would it go bad with less than 50 hours on it?

The encoder is what tells the power pack to produce spark to the right plug at the right time. If they go bad, no spark. They can go bad anytime they feel like it like any other electrical component.
