I'm not absolutly positive but the timing is set at 10deg.I think.
Then look into the fuel system. Vent line and fuel tank pickup.J

on the top of the carb cover it has all the specs, and it says 6 bdtc and 32-36 at 4200 rpm...

the tank and pickup is all brand new... could it be the fuel pump??? are they marine specific??

Re: Aq131 Problem over 3K

Did it you buy it with this problem, have you ever seen it run at the proper rpm?

List of possible causes of low WOT (Wide Open Throttle) rpm.

In no particular order

Engine Won't Reach Operating RPM. Check

1. Fuel condition. Type and Octane possibly old fuel
2. Propeller pitch or diameter, damaged blades
3. Restricted fuel pickup tube or anti siphon valve Fuel System Test
4. Crankcase oil volume, high oil level can cause aerated oil and lifter collapse
5. Marine growth on hull and outdrive
6. Wrong gear ratio in outdrive
7. Restricted carburetor air intake (clogged flame arrestor)
8. Restricted exhaust system (broken exhaust shutters/flappers) in engine transom shield or drive
9. Poor cylinder compression Compression Test
10. Carburetor defective, or wrong type.
11. Fuel pump pressure and vacuum
12. Boat overloaded, improperly loaded, or improperly trimmed.
13. Engine Overheating
14. Engine timing and ignition system operation
15. Remote control cables and linkage for proper travel to open throttle plates fully.

Re: Aq131 Problem over 3K

1. Fuel condition. Type and Octane possibly old fuel ( New Fuel )
2. Propeller pitch or diameter, damaged blades (Correct Prop From mfg)
3. Restricted fuel pickup tube or anti siphon valve Fuel System Test (New)
4. Crankcase oil volume, high oil level can cause aerated oil and lifter collapse (Checked Many Times)
5. Marine growth on hull and outdrive (None)
6. Wrong gear ratio in outdrive maybe...
7. Restricted carburetor air intake (clogged flame arrestor) (new)
8. Restricted exhaust system (broken exhaust shutters/flappers) in engine transom shield or drive Dosnt have a flapper anymore... need to replace
9. Poor cylinder compression Compression Test (185 all 4 )
10. Carburetor defective, or wrong type. (maybe, rebuilt and cleaned) was nasty
11. Fuel pump pressure and vacuum (maybe how to check???
12. Boat overloaded, improperly loaded, or improperly trimmed (with boat empty 2 people on it.)
13. Engine Overheating nope, not that i know of...
14. Engine timing and ignition system operation (all new checked timing and advance.
15. Remote control cables and linkage for proper travel to open throttle plates fully. (checked works perfect..

Re: Aq131 Problem over 3K

3. Restricted fuel pickup tube or anti siphon valve Fuel System Test (New)
Doesn't matter how new it is, does it work ?????? Did you do the tests per the link?

6. Wrong gear ratio in outdrive maybe...

There is something you must check. For that old an engine, the wrong gear ratio is a very strong possibility. Put a V8 ratio on a 4 banger and you won't get over 3K rpm.

8. Restricted exhaust system (broken exhaust shutters/flappers) in engine transom shield or drive Dosnt have a flapper anymore... need to replace
Not a problem for a 131

11. Fuel pump pressure and vacuum (maybe how to check???

You have to make a fitting to adapt to your pump. DO NOT cut the OEM lines.
Then hook up a common fuel pressure gauge.
For vacuum, do the fuel system test in MY POST item #3.
