Power tilt problems

I cannot raise my 175 HP Johnson a 1994 model. I changed the relay and it still clicks. I tried bleeding the manuel release valve by turning out 2 full turns but i still cannot raise the engine to inspect the system. The motor is 4 " off the ground so I cannot bring to get repaired.
There seems to be something holding it when I raise up on the skeg like a latch.
Also, where is the model number. I looked all over the engine and cannot find??

Please help!:)

The motor may be bad on the unit or its not grounded good. You can remove the motor and pump assy. and have a electrical shop test it and rebuild the motor. Or buy a new one if its bad.

Check the blue/green wire connector just below the relay box; many times there is corrosion in the connector; I pull mine open and spray battery corrosion clener on the contacts. Worked every time so far. Hope that's it for you.:)
