cobra outdrive removal

Hi,I have a removal problem,the outdrive is stuck in reverse,upon inspection cable has snapped.I have proper manual covering my model and it says outdrive must be in neutral for removal.Have tried pulling off outdrive but appears stuck with only about 1/4 inch movement is it because outdrive is in gear or is it the normal stiff removal as it has not been off for 2 years?

It doesn't matter what gear it's in.It will come off anyway.
The shaft has rubber seals on it.It's probably stuck there.Lift it up and put a bar or a piece of wood under it and apply pressure.Keep trying.It ill comes off.J
