have posted this before- compression is good --carb kit new -fuel pump new, this engine has two reeds bottom moves the top one does not?

the engine will not open up the boat but seems fine in the test tank?

It`s got 1 reed according to the parts list, it`s a single:

34 16706
current descr:
REED REED VALVE 1

if it`s moving then it`s working, as for no power, you sure you cleaned the carb `competely` removed all the plugs and whatnot.
