starter or switch?

What is the best way to tell if a starter needs replaced or if it is the switch that needs replaced.

check for 12 volts at the positive cable attached to the starter motor itself when the key is in the crank position the starter will not get energized if the selenoid isnt commanding it too... and if the selenoid is energizing the starter then your ignition switch is good..

the positive cable was getting really hot. was told it could be a short. checked all wires and replaced positive battery cable. now tilt trim works lights work but engine will not even crank. manual choke will not work when switch is pushed in to start. was told it could be the starter or switch.
