No spark when cold

1994 70HP Evinrude E70TLERV. Rough idle so I hooked a timing light to number 1 cyl. and no spark, check 2 and 3, spark good. Swapped number 1 and 2 coil still no spark on number 1. Engine runs for a couple min. and smooths out with spark on all 3 cyls. Seems like number 1 only does it when engine is cold. Already checked wire connections and grounds. Sound like a power pack to anyone else?
