Lack of power

I just bought this 82 bass tracker with a 40hp mercury. It doesn't seem to have enough power to get on top of the water, it just plows. I added a hydrofoil but it still won't plane. any suggestions?

Basic checks 1st, compression test,spark test on all 4 cylinder and carb check. Sounds like your run on 2 or3 cylinder instead of 4.

how do i find out what ngk plugs i need? it's an 83 mercury 40hp 2 cyl.
it has champion plugs in it now and i am not sure if they ae even the correct ones for it.
