140 HP Manifold Drain

140 HP Mercruiser 1971 Model. Manifold has a little lever on it where the drain is. I assume. I pull dwn on that to drain. No water comes out. Is it stuck? How do you unstick it? Replace with a screw type?

It's probably just plugged with rust and sediment. Try to take a wire or pick and push through the valve. If you have to take it out, it should unscrew. It should be a pipe thread fitting. Being that old the threads may not be in good shape.
