1987 50 hp rude linkage loose on upper carb butterfly arm should it be?

Motor has been having trouble ideling after a carb rebuild last year and fuel pump rebuild with no improvement at idle. delt with it last season and part of this season but it is a pain in the @#$. I removed carbs last week they looked great. I re-cleaned them and while inspecting noticed that the upper carb butterfly arm had movment in the fixed linkage. The bottom carb had no play. Is the play supposed to be there?? Is that the prob of the rough idle the flys are not opening aand closing at the same time?
Also The boat runs great at WOT. and 135 psi on both cyl, replaced all fuel lines.
Thanks for any input.

Yes, the throttle plates have to be perfectly synchronized throughout the whole range of motion for smooth operation.
