So the lower unit shakes when I turn it to the right. It doesn't do this when I'm going to the left at all. I have the rotary steering with the power steering on it. I was told that the power steering unit may be going out or have air in the lines. Its really annoying and it almost feels like a small knocking when it happens. Anyone ever had this problem? Its the 5.0 with the cobra sx outdrive.

If your getting feedback to the steering wheel, you probably have quite a bit of slop on the steering system.
With 2 guys, have 1 hold the wheel tight, and have the other shake the drive back and forth. And try it again the other way around. There should be virtually no slop.

If you are not getting feedback in the wheel, and just "Feel a vibration"/"hear a knocking", then your ujoints need service.

So the whole reason the sterndrive is shacking when I turn to the right is because of the u joints? Why doesn't it happen when I turn to the left?

I didn't say it was the ujoints, I said it could be the ujoints.. Only you can troubleshoot it.

The u-joints usually shake both directions when turned.
The power steering actuator might need grease.Look for zerks on that.
Grease it as you turn it.Be careful!!!!
The Volvos have so many #s that we need, model# ser# any info that will lead to the right motor/repair.J

I believe another possibility is that the gimbal ring needs to be re-torqued but that usually just leads to slop in the steering not the noise you describe....Have drive pulled (easy to do on your own) and then have the u-joints inspected

The only difference that I can think of right vs left is the torque forces caused by the turning prop. Could have something to do with your shaking. Just for the heck of it you might try another prop, just a wild guess.

Well I put the muffs on my boat and started it up and turned my wheel left and right while in neutral, out of the water, and it still had the same problem in that if i turn to the right it gets a little tighter and then it like breaks free all of a sudden and begins to tighten and repeat the process. Its very annoying.

When was the last time the drive was off the boat for service?

If it's binding then releasing over and over, that points to the steering cable being bad. You can confirm that by pulling the drive and then turning the wheel.

Im not sure when the last time it was off. I have only had the boat for about 5 weeks. I just bought a Seloc Repair Manual so I can get on with dis-assembling the stern drive. Hopefully its just in the steering cable.
