Sterndrive tilt "leak-down" under load

I have a problem where the stern drive "leaks-down" under load (more than 2000 RPM). No external leaks and fluid does not drop over time (2+ years). Anybody has experience with this? Is it more likely that the pump has an internal leak (high-to-low side leak), or the rams?

Unfortuneately there is no "more likely" scenario. Unless you want to guess at it you need to get the pressure gauges from merc and hook them up.
