Starter does not always engage the flywheel

I have noticed that my 1989 Evinrude 35hp outboard does not always engage the flywheel when attempting to start the engine. However, the starter always turns. Could this be a symptom of a less-than-charged battery? I've searched the forums and seen that the "bendix" might need to be cleaned - are there any instructions on how to do that? Any other ideas are appreciated.

A charged battery is a must.

Clean all cable/wire terminals and the components they attach to that relate to the electric starting system/circuit.

If grease/oil exists on the bendix assembly, that collects dirt, dirt creates binding, binding keeps the bendix from rising properly. Clean the bendix assembly with a brush and WD-40, then blow it off with pressurized air if a compressor is available.
