1999 175 johnson bogging

i have 1999 175 johnson that does not idle and will bog down on take off unless i can get it above idle rpms, have a new vro installed but still does the same thing.it is better in morning but gets worse as it warms up. have to choke to get to start sometimes. any help.

yes it did, i got it about 3 years ago.then it started spitting and sometimes dieing at idle, after it was idled for long time like thru a stump flat or lake i did not know. it started smoking bad at start up and worse on idle. i took it in and he changed the VRO .it ran good 1 time and now it is doing same thing but not smoking.

i found where i can get a service manual, i will buy one and then try to do more of the checks you mentioned. could it be the plugs?

where can i get a factory manual from. i have found clymer and seloc on line but nothing saying it is a factory manual. thanks
