150 EFI ignition problem

I had an issue with my boat stalling at first and then got to the point in where it doesn't start. I made a spark tester and ALL coils are putting out very weak spark. I went ahead and purchased a DVA tester and manual. Got the manual and started to ohms check the components in my manual. My low speed stator wires are reading open (high speed within limits) so obviously that needs replaced. Trigger read open on all wires manual stated to check so obviously that is also bad. I understand that one of those would most likely burn the other out but here is the question. Should I replace the powerpacks with the trigger and stator or change those and do all the DVA checks? I'm leaning towards changing them to prevent burning up a brand new stator, not to mention those parts are both connected to the switch boxes but if this seems wasteful or if anybody knows a way of checking the switchboxes without potentially burning my new parts up let me know.
