1991 johnson 40 rebuld from a basket

got my 40 horse together.
Turned the key ant it fired up after the rebuild.

only let it fire about 10 times because I don't have the lower end installed

question: It make a contant loud beep when i turn on the key.
Where do I plug in the two pin connector from the vro container.
Never saw this motor together, my manual doesn't show or discribe the vro the any extent.
