dry exhaust relief

1981 mercury 200hp...

took it out for the first time today and everytime i looked back (when i could) there was no water coming from exhaust relief...isnt there supposed to be water coming from there once it gets warmed up and the thermostat opens?

i ran it all day...runs fine...no buzzer or anything(dont know if it works). but when i took it out of the water i noticed the mid part, above lower unit and below exhaust housing was a little discolored...like it had got a little hot...any ideas?
