93 Evinrude E70 with VRO - Power issues

Frustrated. Have been chasing power problems with this engine for over a year. Two weeks ago, tried to take the boat out for a spin. Had a hard start, and then wouldn't get on plane. Engine sounded like it was flooding. The time before ran ok, this was of course after I replaced the fuel tank, new fuel lines, new VRO pump, carburators cleaned, and new fuel.

Not sure why, so I call my mechanic again, and he said its probably a fuel issue and need to clean the carbs, again? That just doesn't make sense when he just did a full cleaning of the carbs about a month or two ago. I just want to make sure that from the items below, does this sound like a fuel issue, an electrical issue or something else. I use the boat about once a month at best.

Yesteday, the engine started as normal. A little choke and it started up. Had a hard time trying to keep the idle. After time, it seamed that it was starting to flood itself. I'm sure if I took it out for a water test, it wouldn't get on plane or even run smoothly. It just sounds bad. Not an expert on boats, just need a little guidance before a spend more money. I checked the forum for many threads.

You have spent a lot of time and money on the fuel system, have you checked the spark and compression.
