Well, I got her on the lake and all seems fine.....until I give it some throttle. In the no wake zone she steers fine but once I throttle up it is stiff and wont turn to the right (I assume from the torque). Is there p/s fluid that I need to fill?

Try trimming the bow down. Typically steering will get really stiff under power due to an out of trim condition

Still thinking I should be able to turn the wheel. Never had a boat that I couldn't turn the wheel before it trimmed.

You need to adjust the angle of the trim tab. It counteracts the torque of the outdrive. Experiment until it steers easy both directions. Power steering just reduces the effort required to turn the wheel.

That model might or might not have power steering.More info is needed.
If you can't find a power steering pump then you don't have it.
Turning hard to the left or right is usually a result of the trim tab on the lower unit.
If it pulls hard left, turn it left, hard to the right, turn it right.J
