'63 40hp caulk/washers lower manifold screws?

Sorry to be such a pest with so many fussy little questions.

The two lower intake manifold screws on my 40352D pass first through the lower part of the starter mounting bracket. When I removed them, one had a red fiber washer and the other had red silicone caulk, and they both had star-type lock washers. I guess I can see where there might be some leakage because of the bracket, but it sure doesn't seem like a person should have to caulk those screws, does it? Maybe the fiber washers should go between the manifold and the bracket and the star washers under the screw head???

It will leak past the screw threads if you don't use some sealant on them

Thanks, F_R. Just on those lower screws or are all of them supposed to be caulked?
