We just put in a new ignition switch and power pack on our 1989 Evinrude 70hp
E70TLCEM. It idles great, and even when I lift the fast idle lever it does fine. BUT we went to the lake and past about 1/4 throttle it begins to build up RPMs then tries to cut out a little. This repeats, but is sporatic. It almost sounds like the fuel is cutting out on it. If you leave it less than 1/4 throttle it doesn't do this.

I've cleaned the carbs, replaced fuel filter and ensured good flow from the tank to the carbs.

Any other suggestions?

Sounds like you may need to re-clean the carbs. The high speed jets may have some debris in there. Another thing to check would be the filter on the fuel pump and the gas line connections. Be sure all clamps are tight and there are no cracks in the fuel lines.

Had a similar problem, I replaced the carb. 21 years out of a carb is a good run. It may be time. Personal opinion its not worth the hassel of trying to figure out whats wrong with the carb, if you can get a good deal to replace it, go for it and know that you will not have to worry about it for the foreseeable future.
