1998 Johnson 200 HP won't turn off

My 1998 Johnson 200 HP outboard won't turn off when the key is turned to the off position. The kill switch also will not shut it off. I replace the ignition switch and I still have the same problem. I can only turn it off by choking the engine out. Can someone verify the ignition electrical wiring? If it isn't the ignition switch or woring what is the problem? Thanks, Jim

Broken kill wire or dirty harness plug connector.
A meter will show the way by doing continuity tests.
When you turn ig off the black/yellow wire should ground out.
If the ig switch grounds it but the kill wire is broken..nothing happens.
The black/yellow wire grounds the powerpack, there should be a plug near the PP you can access the circuit for testing continuity to ig switch.
