New drive shaft seal passing oil- Bad Seal??

Does anyone know how tight a seal should be on the drive shaft?
I have just installed a Serria oil seal on my Evinrude water pump and the oil is still coming up from the gear casing. The ID of the seal is .554 which is slightly larger than the shaft size (.550) !

Shouldn't the seal pinch the shaft a little? If so how much.

The seal is a Serria 18-2023 repalcing a 313282 (shown in the manual)

Can anyone recommed equivilent seal manufacture?

If anyone has any experience with this sor of problem I would like to hear your solutions. I've has the lower gear casing off 6 times tweaking the postion of the bearing and checking for gasker leaks.

There is a new seal in the shift changer

you definately have the wrong seal there. It should be snug fit on the shaft. Could the driveshaft have a little wear in that spot?

Some of those aftermarket seals are the wrong size. You'd be way ahead to use the OE seals. Also make sure there are no grooves in the shaft.
